Emaciated Horses Taken From South Florida Owner

SOUTHWEST RANCHES, Fla. (AP) -- Authorities in South Florida have confiscated two emaciated horses from an owner who said he could no longer care for them.

The Broward Sheriff's Office reports that deputies responded Monday following tips from concerned citizens in Southwest Ranches. The horses were turned over to a non-profit group called Peaceful Ridge Rescue.

Detectives are investigating, but no charges were immediately reported.

Peaceful Ridge Rescue employees named the horses -- a thoroughbred mare and a gelding pony -- Lucky and Tess.

Auto dealers ranked BMW Group Financial Services tops for leasing and Mercedes-Benz Financial Services best for floorplanning in J.D. Power's annual financing satisfaction study released today.

Among lenders for mass-market brands, dealers were most satisfied with Ford Motor Credit Co. J.D. Power doesn't name an overall winner.

The 2013 U.S. Dealer Financing Satisfaction Study looked at dealer satisfaction with lenders in four areas: prime retail credit, subprime retail credit, retail leasing and floorplanning. The subprime retail credit category, while included in the study, is not eligible for an award.

Dealer satisfaction increased in all areas, aided by higher satisfaction with products offerings, J.D. Power said. Overall dealer satisfaction with prime retail credit lenders is 890 out of a possible 1,000 points, and retail leasing satisfaction is 896 points. Both categories were up 5 points from 2012. Floorplanning satisfaction increased the most among the three eligible financing categories, rising 11 points to 924.

Alphera Financial Services is No. 1 in the prime retail credit category, with a score of 970 points. Alphera is the BMW Group Financial Services unit that serves BMW dealers for brands other than BMW. BMW Financial Services, which serves the BMW brand, was No. 2 with a dealer satisfaction score of 965.

Mercedes-Benz Financial Services is No. 3 in the category at 953. Ford Credit is No. 4 at 935.

In the dealers' cellar for prime retail credit is Santander Auto Finance, in last place at 796. Also near the bottom are Credit Union Direct Lending, Kia Motors Finance, GM Financial Services and Hyundai Motor Finance.

In the retail leasing category, the top brands looked nearly identical to prime-risk lending. BMW Financial Services is No. 1 with a score of 958. Mercedes-Benz Financial Services is No. 2 at 954, and Ford Credit is No. 3 at 929. U.S. Bank is at the bottom, at 806.

For floorplanning, Mercedes-Benz Financial Services is No. 1 at 971. BMW Financial Services is No. 2 at 966, and Ford Credit is No. 3 at 948. Volkswagen Credit ranks last at 830.

Other lenders were included in the survey in various categories but not ranked due to small sample size, J.D. Power says.

John McCain says surge of enforcement agents is unnecessary to secure border

The surge of 20,000 new enforcement agents that would be deployed as part of the Senate immigration bill that passed earlier this year is unnecessary to secure the border, Arizona Sen. John McCain, one of the lead Republicans on the bipartisan immigration task force that co-authored the bill, said Tuesday.

Speaking at a forum sponsored by the AFL-CIO in Washington, D.C., McCain said he voted for the bill that included the provision of additional agents so that those skeptical about the bill?s effectiveness ?would have comfort? that the border would be secured.

?I?ll give you a little straight talk. We don?t need 20,000 additional border enforcement agents,? McCain said at the union forum, where he joined California Democratic Rep. Xavier Becerra. ?But what we do need is to use the technology that has been developed where we can surveil the border more effectively."

The Senate bill would effectively double the number of border agents and increase funding for enforcement. The bill passed the Senate in June with bipartisan support, and lawmakers are currently debating a version of immigration reform in the Republican-majority House.

At issue in the lower chamber is whether immigration reform should be handled comprehensively, as it was in the Senate, or in a piecemeal approach that separates border security from a plan that offers a pathway to citizenship for immigrants living in the United States illegally. President Barack Obama, Senate Democrats and some Republicans have said they will not support a bill that does not include a pathway to legality.

The debate in the House over immigration reform includes a vocal minority of conservative members who say they will refuse to support any bill that allows unauthorized immigrants to achieve legal status without first returning to their home country.

Last week, House Speaker John Boehner rebuked comments about immigrants from Iowa Republican Rep. Steve King, who caused an uproar when he said that many children of illegal immigrants grow up to be drug smugglers. "For every one who is a valedictorian, there's another 100 out there that weigh 130 pounds, and they have calves the size of cantaloupes because they're hauling 75 pounds of marijuana across the desert,? King said.

McCain also condemned King?s comments at the forum, calling them ?despicable,? and he predicted that the House would pass a bill that includes a pathway to legality.

?I believe that at the end of the day, we?re going to do the right thing. We?re not going to talk about people with cantaloupe calves,? McCain said. ?We?re not going to engage that kind of despicable rhetoric.?

NKorea threatens to put troops at factory park

? North Korea on Thursday threatened to re-station troops at a stalled inter-Korean factory park located just across the tense border separating the two Koreas, as minor scuffles reportedly broke out between delegates from the rivals after failed talks meant to restart the complex.

Pyongyang has warned Seoul before that it would bring back the military units that were stationed at the North Korean border city of Kaesong before the factory park was set up there in 2004 during a previous period of detente between the rivals.

Analysts said the latest threat was an effort to pressure Seoul to agree to a quick reopening of the industrial complex, which provided badly needed hard currency to Pyongyang. The complex was shut in April amid dueling threats of war following U.N. sanctions against North Korea's February nuclear test.

The talks Thursday, the sixth round of meetings this month, came as North Korea held ceremonies ahead of Saturday's 60th anniversary of the Korean War's end. The Korean Peninsula is still technically in a state of war because the 1950-53 Korean War ended in a cease-fire, not a peace treaty.

Pool reports from South Korean media stationed outside the closed-door meeting at Kaesong between the Koreas said frustrated North Koreans issued the warning directly to South Korean reporters after the talks ended without a breakthrough. The reports said that brief scuffles erupted as Seoul officials tried to stop North Koreans from talking to journalists.

The pool reports said the North Korean delegates also distributed documents about speeches and proposals they made during the talks with South Korea. South Korean officials tried to retrieve the documents from South Korean reporters, triggering protests from the reporters, the reports said.

South Korean officials took the North Korean delegates out of the room, and a North Korean delegate insulted South Korean officials, reportedly calling them bums and gangsters. Chief North Korean delegate Pak Chol Su told reporters that North Korea made "sincere efforts" to resume operations at the complex, according to the pool reports.

Later Thursday, South Korean Unification Ministry spokesman Kim Hyung-suk told reporters that Seoul would "make a grave decision" if North Korea doesn't provide a guarantee that it won't engineer future unilateral Kaesong shutdowns. He didn't elaborate, but said he believes Kaesong's fate is now at a "serious crossroads" after the end of Thursday's talks.

Chief South Korean delegate Kim Kiwoong told reporters that there were big differences between the Koreas on the matter of Seoul's desire for the guarantee.

Carnival raises money for cancer

EAST LONGMEADOW, Mass. (WWLP) - It'll be one year ago next month that little Brielle LaPlante of East Longmeadow lost her young life to a form of Cancer.

On Saturday a carnival for a cure was held at East Longmeadow?s heritage park in her memory.

People came from all over Western Massachusetts to raise money and hopefully save young lives in the future.

Ed Moses of Hampden told 22News, ?We?re raising money for the jimmy fund. It goes directly to the Dana Farber cancer institute in Boston.?

Little Brielle had been diagnosed with Leukemia when she was four years old. But just when it appeared she would beat the disease she was diagnosed with Osteosarcoma, which took her life.

The good looking Ravi Dubey has been spreading his magic as the host of India?s Dancing Superstar on Star Plus with good friend and host Aishwarya Sakhuja. But in tonight?s (20 July 2013) episode, Rahul Mahajan will be seen replacing Aishwarya.

Yes, you heard it right! The very beautiful and gracious Aishwarya will be replaced by Rahul, but not literally. We here mean to say that Ravi will be seen having more dialogues with Rahul than Aishwarya.

As reported earlier, most of the Nach Baliye Season 5 contestants will be seen supporting the India?s Dancing Superstar contestants in tonight?s episode and Rahul is one of them. And since Rahul and Ravi are great friends off-screen, the camaraderie shown on screen too.

?It was a lot of fun shooting together. We kept coming up with shayaris one after the other. There were also a lot of other things that we did but you?ll have to watch the episode for it,? said Ravi.

It was definitely a ?fun day? shooting with Rahul, but he likes the hosting process over all. ?I have to dance, sing, rap and do lot more things and I enjoy it thoroughly. And shooting with Aishwarya is always good as she is a friend.?

Beyond Beer: Emma Christensen on DIY Brewed Beverages - KQED

Blame it on beer, that gateway drink for the DIY homebrewing set. Emma Christensen started innocently enough with beer, but then the recipe editor for The Kitchn quickly discovered the high that comes with crafting your own yeast-fermented ginger ale. That got the Sunnyvale resident hooked on making homemade sodas. And then someone let on that homemade sake was pretty great, and, like all Domestic Arts addicts, she had to try that too.

You know where this saga is headed. It was only a matter of time before she started dabbling with kefir and kombucha. At that point, there was simply no turning back from brewing for Christensen; the thrill of fermentation had her in its tangy, effervescent grasp. While some swear by these drinks? health benefits, Christensen is clear: She goes back for more because of the taste.

To make sense of her obsession for bottling brewed beverages, Christensen decided a guide for the curious was in order. The result: True Brews: How to Craft Fermented Cider, Beer, Wine, Sake, Soda, Kefir, and Kombucha at Home. There?s potential for dependence in those pages. Don?t say you weren?t warned. For those jonesing for more, Christensen shares what she wished she?d known before she developed her homebrewing habit.

How did you get hooked on homebrewing?

Some friends (and fellow homebrewers) gave me and my husband a gift certificate to a homebrewing store right after we were married. We brewed our first batch right away ? a porter ? and?.it was awful. But there was something about that almost-magical process of creating beer out of just a few ingredients that I completely fell in love with. If anything, the awfulness of that first batch just made me even more determined to get it right.

What advice do you have for homebrewing newbies?

Dive in. Whether you want to make root beer or a mocha stout, just figure out what you need and do it. You really don?t need a lot of equipment to get started, especially if you stick to one-gallon batches or smaller when you?re first starting. If you?re nervous about committing to brewing something like a beer or a wine, get your feet wet with a soda pop.

It?s important to clean and sanitize, when needed. Following a recipe is important (at least until you know what you?re doing). Using bottles that are specifically made to withstand pressure is important (like recycled soda bottles and glass bottles from homebrew stores). Keeping an eye on your brew as it?s fermenting is important so you know right away if something is off.

Can you describe what happens in the fermentation process when making drinks?

It?s really simple: take a sugary liquid, add some yeast, wait for a while, and then you have a tasty fermented beverage. The sugary liquid can be anything from fruit juice to beer wort to honey diluted in water. During that waiting period, the yeast are snacking on the sugars in your beverage and creating carbon dioxide and alcohol as a byproduct. (Even soda has a tiny smidge of alcohol when it?s homebrewed, but it?s such a quick-fermenting drink that it?s nothing that will make you tipsy).

Do you have any homebrewing disaster stories to share?

There was the Great Grape Soda Incident of 2011. During said incident, I got up in the middle of the night and decided I was thirsty for a swig of a grape soda I?d made earlier that day. Now, the first time you open a bottle of freshly-brewed soda, the carbonation build-up can sometimes cause the soda to gush out the top. I always tell first-time soda makers that they need to open the caps slowly to release the pressure gradually and avoid gushers. But there I was ? it was after midnight, I was groggy with sleep, and I went straight for the bottle and unscrewed it all in one go. Grape soda went everywhere. It was on the ceiling, dripping down the cupboards, in sticky puddles on the floor. My advice: stick to drinking soda during daylight hours when you?re actually awake.

Does homebrewing have a seasonal flavor?

Definitely. Many homebrewing projects involve fruit ? soda, wine, even some beers and meads ? and whenever you?re working with fruit, you want to get the freshest, ripest fruit you can. This means that you end up brewing with the seasons. You also end up brewing what you want to drink: dark beers and meads with spices in the winter and lighter, fruitier drinks in the warmer months.

Are you a fan of other fermented foods?

Yes. I make my own yogurt and sourdough bread. I wish I had more time for projects like kimchi, sauerkraut, and cheese-making. Right now I just have to enjoy the fruits of other people?s labor when it comes to those.

What are some of the misconceptions about homebrewing?

Everyone knows of a college friend whose bottles of homebrew burst one hot summer night or whose partner banished their brewing obsession to the garage because it was taking over the kitchen. Exploding bottles and funky brews (and the occasional exile to the garage) do happen. But it?s important for new homebrewers to know that all these things are the exception rather than the rule.

In terms of health and safety, know that anything that would actually make you ill cannot survive the fermentation process (the alcohol in the brew and low pH after brewing prevent harmful bacterias from taking up residence). You?ll get the occasional batch of homebrew that has picked up some unsavory bacteria, but all that will do is give your brew weird, funky, unappetizing flavors and aromas. It won?t actually harm you if you accidentally drink it.

Do you have a favorite brew and, if so, what is it and why?

I brew kombucha every week and fell in love with ciders while writing True Brews. That said, beer really feels like my old buddy ? the one you?ve known forever and who is always there for you.

Do you have any interesting tidbits to share that you learned while writing the book?

Ginger goes with everything. Seriously. I could have added ginger to every single recipe in the book and they would have been all the more fantastic for it. I?m not even a big fan of ginger normally, but there?s something about ginger and fermented beverages that just clicks.

Recipe: Watermelon-Mint Soda

Makes about 8 cups ?(enough to fill a 2-liter plastic soda bottle)

4 pounds seeded and cubed watermelon ?(11 to 12 cups, from a 6-pound watermelon)
1?2 cup packed fresh mint leaves
1?2 cup freshly squeezed lime juice (from about ?4 limes), plus more if needed
1 cup water, plus more to fill the bottles
9 tablespoons / 4 ounces white granulated sugar, plus more if needed
Pinch of salt
1?8 teaspoon dry champagne yeast

Combine the watermelon, mint leaves, and lime juice in a large bowl.

Bring the water to a boil in a small saucepan on the stove top or in the microwave. Remove from the heat. Add the sugar and salt, stir to dissolve, and pour over the watermelon. Let this stand for 10 minutes to macerate the fruit.

Working in batches, puree the watermelon and mint with their liquid in a food processor or blender. Strain the puree into a bowl, collecting as much juice as possible without forcing any solids through the strainer.

Pour the juice into a clean 2-liter bottle using a funnel. Top off the bottle with water, leaving at least 1 inch of headspace. Give it a taste and add more lime juice or sugar, if desired. The extra sugar will dissolve on its own.

Add the yeast. Screw on the cap and shake the bottle to dissolve and distribute the yeast. Let the bottle sit at room temperature out of direct sunlight until carbonated, typically 12 to 48 hours, depending on the temperature of the room. Baseball: Slammers rally for 6-5 victory over Rockford Aviators

The Frontier League All-Star break is next week, but the Joliet Slammers passed the midpoint of their 96-game schedule with a bang.

A fireworks night crowd of 3,553, third-largest of the season at Silver Cross Field, saw the Slammers rally from a 5-1 deficit Friday and start the second half of the season with a 6-5 win in the series opener against Rockford.

Joliet trailed 5-2 when it put together a four-run seventh inning, including a game-tying RBI single by David Christensen and an infield single by Kyle Maunus that scored Christensen with the go-ahead run on a throwing error.

Niko Vasquez and league All-Star Marquis Riley (3-for-5) also singled and scored in the inning.

Solid relief pitching from winner Chase Doremus (4 innings, 0 runs, 9 strikeouts) and Brett Zawacki set up closer Justin Erasmus, who pitched the ninth for his 12th save.

Erasmus came into the game tied for second in the league in saves, including Joliet?s three previous victories.

?There?s nobody better in this league,?? Slammers manager Mike Breyman said. ?He?s that guy you can hand the ball off to in the ninth inning and you?re pretty certain the game is over. ... He?s been fantastic for us.??

West Division rival Rockford (15-33) has the worst record in the league, but the Aviators were able to take two of three from Joliet (21-28) last month in Rockford.

?This is one of the series we need to do well,?? Breyman said. ?We?ve won the last three out of four series. We?ve played good baseball. We just had a three-game stint at Southern Illinois where we flat out did not show up.??

Rockford?s offense showed up in the second inning with a five-hit barrage against Slammers starter Chuck Lofgren that produced a 3-1 lead. Lofgren lasted into the fourth inning, allowing nine hits and five runs (four earned).

Michael Wing?s RBI double in the first scored Riley to put Joliet ahead 1-0. Wing leads the team with 27 RBI.

Christensen?s third home run of the season made it 5-2 in the fourth.

Joliet?s team batting average (.227) had dropped to the bottom of the league going into the three-game series.

Ottawa native Corey Kimes (3-4, 4.80 ERA) starts the second game for Joliet at 6:05 p.m. Saturday and Shawn Kale (2-2, 2.84 ERA) is scheduled to start Sunday?s 2:05 p.m. game, the last one before the four-day All-Star break.

The Society for International Space Cooperation is pleased to announce the launch of its Crowdsource To Mars International Online Platform and Student Competition designed allow students from all over the globe to collaborate and find solutions to the challenges involved in a human mission to Mars.

There are two goals for the competition. The first is to harness the creativity of students around the world towards the challenges of spaceflight and the exploration of Mars. The second is to promote international cooperation among the next generation of scientists, engineers and professionals. In many cases this will be the first time working on projects with people in other countries and the first time using the Internet for serious work.

According to Society co-founder and President Michael Slage "Crowdsourcing at its heart is distributed problem solving. And a human mission to Mars presents one of the most complex but important problems ever. Today there is no reason to exclude the ideas and capabilities of anyone because of geography and it seems fitting that the plans for going to be Mars be created by people all over the Earth instead of a few countries."

In the crowdsourcing spirit the project is to be crowdfunded by individuals as well as through sponsorship by companies and organizations around the world.

The Crowdsource To Mars International Online Platform and Student Competition is open to students from 12-18 years old. Its purpose is to inspire students around the world to focus their creativity on offering solutions to some of the challenges of a mission to Mars. Students will work with mentors who can be family members, teachers, or science professionals. Interested students and mentors from around the world can sign up on the SISC site and find others to collaborate with on a project. Team projects with participants from multiple countries are encouraged. Online collaboration and tools will be provided for teams to be able to collaborate across the globe.

Winners will be awarded significant monetary prizes to support their education and given an extraordinary opportunity to meet today's world-renowned scientists and scholars.

Teenager's possible pregnancy leads to arrest of family member ...

OKLAHOMA CITY?A middle aged man is arrested for raping a 14-year-old family member.

The alleged rape took place nearly three weeks ago but police arrested the suspect Wednesday night.

The accusations came to light only because the young victim told her mom she may be pregnant.

Police arrested 50-year-old Jimmy Powers for allegedly raping the 14-year-old victim.

Officials say the rest of the family had left the home to watch a movie when Powers allegedly climbed on top of the teen and said ?Just let me do this. Don?t fight it.?

Investigators later found out about the alleged sex crime inside the home from the child?s mother.

MSgt. Gary Knight, with the Oklahoma City Police Department, said, ?The calling party, a female, said the girl came to her and indicated she may be pregnant.? It was determined a male in the house had sex with her.?

According to police reports, Powers told the victim ?She might be pregnant and she should not tell anyone or he would kill them if they found out.?

When confronted by the mother, Powers allegedly admitted to the crime saying, ?It was an accident. I take full responsibility.?

According to police, the suspect asked the victim?s mother not to turn him in right away.

He claimed he wanted a few days to sell some things to make money before he left.

Powers has been booked into the Oklahoma County jail.

He?s being held on a $50,000 bond.

Republicans drop food stamps from farm bill

WASHINGTON (AP) ? Bruised from the defeat of a massive farm bill last month, Republicans are giving the legislation another chance by bringing a pared-down version to the House floor.

GOP leaders were still counting how many votes they could muster for the new measure, which drops the politically sensitive food stamp portion of the bill, when they released the legislation late Wednesday. The White House swiftly issued a veto threat, and House Democrats reacted angrily to the last-minute move. A vote is expected Thursday.

The dropped section would have made a 3 percent cut to the $80 billion-a-year food stamp program. Many Republicans say that isn't enough since the program's cost has doubled in the last five years. Democrats have opposed any cuts.

The White House said food stamps should not be left out of the bill. The Obama administration had also threatened to veto the original bill, saying it did not include enough reductions to farm subsidies and the food stamp cuts were too severe.

Republicans are proposing a measure containing only farm programs, with a food stamp bill to come at a later date. Farm groups, anti-hunger groups and conservative groups have all opposed the idea, for different reasons.

The split bill is an attempt to gather support from conservatives who voted against the $100 billion-a-year farm bill. The House rejected the farm bill in June by a vote of 234-195, with 62 Republicans voting against it.

The idea of a split bill is that the farm portion, which would cost about $20 billion a year and contain about $2 billion a year in cuts to farm subsidies, could pass without the food stamp provisions. Republicans would then be able to make bigger cuts in food stamp programs and pass that bill with conservative support.

House Democrats reacted angrily to the last-minute move. Maryland Rep. Steny Hoyer, the No. 2 Democrat in the House, called it a "bill to nowhere" since the Democratic Senate is likely to add the food stamp money back in. The Democratic-led Senate, which overwhelmingly passed a farm bill with only a half-percent cut to food stamps, would be reluctant to go along with a split bill or further cuts to the programs.

"This dead-on-arrival messaging bill only seeks to accomplish one objective: to make it appear that Republicans are moving forward with important legislation even while they continue to struggle at governing," Hoyer said.

Minnesota Rep. Collin Peterson, the top Democrat on the House Agriculture Committee, said he sees "no clear path to getting a bill passed by the House and Senate and signed by the president."

House Agriculture Chairman Frank Lucas, R-Okla., said as recently as last week that he opposed splitting the bill. But he has now reluctantly agreed to the strategy, saying he would support it if his Republican leaders could deliver the votes. Late Wednesday, he gave a reserved endorsement of the plan to the GOP-controlled Rules Committee, which determines the procedures for floor debate.

"Maybe the old dynamic of how we have done things since 1965 isn't valid anymore," he said. "Maybe it is time to try something different."

Lucas said as he left the meeting that he didn't know if the leadership had the 218 votes necessary for passage.

The bill would also repeal laws from the 1930s and 1940s that kick in when current farm law expires. Farm-state lawmakers have kept those laws on the books so there would be incentive to pass new farm bills and avoid expiration, but the threat of outdated policies kicking in has been a headache for farmers who worry they can't depend on Congress to create new laws or extend more recent versions of the law.

Repealing those decades-old laws could mean that Congress would have little incentive to create new farm bills, however, and could make many farm programs permanent.

Farm groups and anti-hunger groups have warned that separating the farm and nutrition programs after decades of linking them would be misguided. Rural lawmakers have long added money for food stamps to the farm bill, which sets policy for agricultural subsidies and other farm programs, to gather urban votes for the measure.

In a letter to House Speaker John Boehner, R-Ohio, last week, more than 500 farm groups asked the GOP leadership not to split the legislation.

Lucas said he hopes a food stamp bill would come to the floor quickly, so the House and Senate can begin negotiations and get a farm bill passed.

"The quicker that second bill is passed the easier it is to complete the whole process," he said.

British lawmakers recall Murdoch over phone-hacking evidence

LONDON (Reuters) - British lawmakers said on Tuesday they would recall media mogul Rupert Murdoch to clarify evidence he gave to them last year after he was secretly recorded belittling a police inquiry into alleged crimes committed by journalists on his papers.

In a meeting with staff on his mass-selling Sun tabloid, Murdoch said he regretted helping a police inquiry into phone-hacking which has grown into a far wider investigation into alleged illegal reporting practices.

He suggested the industry had relied on such tactics for decades.

"Mr. Murdoch welcomes the opportunity to return to the Select Committee and answer their questions," a spokesman for News Corp said in an emailed statement.

"He looks forward to clearing up any misconceptions as soon as possible."

Murdoch, the head of News Corp and 21st Century Fox, had described himself as appalled by revelations of illegality and phone-hacking that engulfed his British newspaper business two years ago and severely damaged his reputation.

"This is the most humble day of my life," he told the committee during lengthy testimony with his son James during which a protester attacked him with a custard pie, provoking his now estranged wife Wendi Deng to leap to his aid.

However, after his comments to the Sun journalists were broadcast last week, lawmakers decided they wanted to question him again.

"The committee has voted to ask him to reappear in light of the comments he made to News International staff," committee chairman John Whittingdale told Reuters, adding that they had not yet set a date for the hearing.

The committee does not have the power to force Murdoch to appear and there was no immediate comment from News Corp.

Police re-launched an inquiry into claims of phone-hacking by journalists on Murdoch's News of the World tabloid in January 2011, but the scandal only really ignited in July that year when it was revealed reporters had accessed voicemails of a missing schoolgirl who was later found dead.

In the wake of public outrage, Murdoch shut down the 168-year-old paper and issued profuse public apologies.

But in the meeting with Sun staff, the media mogul railed against police and said he had cooperated too closely with detectives when an internal committee he set up supplied thousands of internal emails at the height of the scandal.

PAYMENTS FOR TIPS

Those emails helped police widen their inquiries to include allegations journalists had been paying public officials such as police and prison officers for information for stories, embroiling the News of the World's sister paper, the Sun.

"We're talking about payments for news tips from cops: that's been going on a hundred years," he said, adding that he remembered being told about the need for cash for "powerful friends" when he bought the News of the World in 1969.

He also criticized the police for their handling of the investigation. "Why are the police behaving in this way?" Murdoch said in the recording. "It's the biggest inquiry ever, over next to nothing."

In a further development on Tuesday, police said they were seeking to obtain a copy of the Murdoch recording.

"We are seeking to obtain ... the tape of the meeting during which Rupert Murdoch appears to have been recorded and we will then assess the full contents of that tape," London Police Assistant Commissioner Cressida Dick told parliament's Home Affairs committee.

She also revealed News Corp was no longer cooperating with detectives as it had been.

"The relationship has always been a challenging one and since May of this year voluntary cooperation has been significantly reduced," she said.

The massive police investigation, which will have cost 38.8 million pounds ($57.5 million) by 2015, has led to 126 arrests, with six people convicted and a further 42 charged with a variety of offences. Police said they now believed there were 5,500 potential victims of phone-hacking.

Those charged include the Sun's deputy editor while Rebekah Brooks and Andy Coulson, both former News of the World editors and close associates of Prime Minister David Cameron, are due to go on trial in September accused of offences relating to phone-hacking and illegal payments.

Dick and the officer leading the inquiries said the "arrest phase" was drawing to a conclusion with less than 10 more people likely to be detained over the next few weeks and months.

Controversial 'bathroom bill' headed to California governor

An attorney laments the passage of a California bill that allows students to use facilities for the gender they identify with - not the one given to them by God.

California Assembly Bill 1266, crafted for transgendered students, has passed the state Senate and is on its way to the governor's desk.

"What that bill does is further emphasize the right in California of students to claim their own gender identity to use the facilities of their choice - restrooms and locker rooms that is," says Robert Tyler of Advocates For Faith and Freedom.

Tyler also explains that AB 1266 would mandate schools to allow students to participate in sex-segregated actives.

The bill "goes even further to give students the ability to choose which athletic team they want to be on," he tells OneNewsNow.

OneNewsNow has reported on the bill in recent months, most recently when the bill passed out of a Senate education committee with a narrow 5-2 vote with two absentions. Backers of the bill said it was needed to ensure transgendered students have legal rights under California state law.?

If the governor does sign AB 1266 into law, it will take effect January 2014.

Roadside bomb kills 17 villagers in Afghanistan

KABUL, Afghanistan (AP) ? A roadside bomb planted by the Taliban hit a motorcycle-drawn cart carrying women and children in western Afghanistan on Tuesday, killing 17 people, officials said.

In the south, an Afghan soldier opened fire on NATO troops at the Kandahar airport, killing one service member, the alliance said.

In the attack in the western province of Herat, Taliban militants fleeing a joint Afghan police and army patrol placed a roadside bomb along a village road in an attempt to kill the government troops, local police Lt. Sher Agha said.

But the bomb went off instead next to a cart that was carrying 12 women, four children and one man, killing all of them, Agha said.

NATO gave no details on the blast at the Kandahar airport, an important base in southern Afghanistan that is guarded by Slovakian troops.

Kandahar Air Field commander Gen. Abdul Raziq Sherzai initially said three Slovakian troops were wounded in the shooting. It was not immediately clear whether one of the wounded soldiers had died or whether the fatality was a fourth victim.

There has been a string of insider attacks recently, in which Afghan forces open fire on their comrades or international forces. The attacks threaten to shake the confidence of the two sides as the 2014 target date approaches for the withdrawal of most of the international troops from Afghanistan.

The attacker was taken into custody after the morning incident and was questioned, said Kandahar government spokesman, Javid Faisal.

Faisal said a preliminary investigation indicated the shooting was an accident rather than a so-called insider attack.

Sheriff White Named New Mexico Sheriff of the Year

Torrance County Sheriff Heath White was honored ?Sheriff of the Year? by New Mexico Sheriffs at a conference in Ruidoso last week.

White was first recipient ever to receive this award. It is said this will mark the start of a traditional annual award for New Mexico Sheriffs. White received a plaque with engraving by the New Mexico Sheriffs? Association.

?It's a really good award, but I don't want to boast," said White, characteristically. "It feels very good,? said Sheriff White, ?It's a great honor to have 33 New Mexico sheriffs vote for me. It was a big surprise.?

San Juan County Sheriff Ken Christesen, chairman of the association, said White was an obvious choice because of his activism and visibility around Torrance County.

Erick weakens to tropical storm off Mexico coast

Hurricane Erick was downgraded to a tropical storm on Sunday after losing some of its punch without having touched land.

At 1800 GMT, Erick was about 245 miles (395 kilometers) southeast of the southern tip of Baja California, according to the Miami based National Hurricane Center.

"Gradual weakening is forecast over the next 48 hours," the NHC said.

Maximum sustained winds for Erick were 65 miles (100 kilometers) per hour, moving toward the northwest at 10 miles (17 kilometers) per hour.

US weather forecasters said they still anticipate that the effects of the storm would be palpable even though Erick remains offshore, with "tropical storm conditions... in Baja California" by early Monday.

Some areas are also likely to experience heavy rains, mudslides and flash floods, the NHC said.

Erick is the fourth hurricane of the current storm season, after Barbara, Cosme and Dalila.

US, China discuss cybersecurity

WASHINGTON (AP) ? U.S. and Chinese officials began formal discussions on cybersecurity Monday, kicking off four days of talks to build cooperation and broach issues that divide the two world powers.

Washington is increasingly concerned about the Chinese theft of American intellectual property, but has put been on the defensive by the revelations about U.S. surveillance by NSA leaker Edward Snowden.

A bilateral working group on cyber issues that was announced in April held its first meeting Monday at the State Department, with both civilians and military taking part. The U.S. side was led by coordinator for cyber issues, Christopher Painter; China's by senior Foreign Ministry official, Dai Bing.

It's a prelude to annual, ministerial-level talks on security and the economy that start Wednesday, a month after a path-finding summit in California between President Barack Obama and new Chinese leader Xi Jinping that aimed to improve collaboration between the powers whose strategic rivalry belies deep economic inter-dependence.

This year's edition of the dialogue at least begins in less fraught circumstances than last year's in Beijing, which was overshadowed by the escape of dissident lawyer Chen Guangcheng from house arrest to the U.S. Embassy in the Chinese capital. Chen later moved to the U.S. where he's proved a staunch critic of Beijing.

But the weeks since Obama-Xi summit have brought a new complication in the relationship. Authorities in the semi-autonomous Chinese territory of Hong Kong refused to extradite Snowden ? a move which U.S. officials implied that Beijing had a hand in.

Officials are likely to play down those differences in this week's talks, but cybersecurity is front and center. The Obama administration says resolving it is key to the future of ties between the world's two largest economies, and U.S. businesses are also speaking out.

"The U.S. in the cyber arena is trying to drawing a bright red line," Brookings Institution scholar, Kenneth Lieberthal, wrote in a commentary. "Effectively, the U.S. position is everyone conducts espionage; we don't object to Chinese espionage, they should not object to ours. But, the U.S. does not do commercial espionage to benefit our own firms competitive position, the Chinese side does and we insist that they stop."

On Monday, officials were expected to discuss international law and norms in cyber space. The State Department said the U.S. would raise cyber-enabled theft of intellectual property, trade secrets and confidential business information for economic gain. On Tuesday, officials will also discuss maritime security, missile defense and nuclear policy.

Chinese Ambassador to the U.S., Cui Tiankai, on Sunday rejecting allegations of Chinese hacking, told Chinese journalists that Washington has failed to present hard evidence to prove it, state news agency Xinhua reported. He referred to Snowden's revelations about U.S. cyber surveillance and spying against China and other countries and said it demonstrated cyber security is a global problem faced by most countries.

The ambassador proposed creating common rules for cyber space through the United Nations, Xinhua said.

35,000 march in Dublin against Irish abortion bill

DUBLIN (AP) ? Bearing rosary beads and placards declaring "Kill the bill! Not the child," more than 35,000 anti-abortion activists marched Saturday through Dublin to demand that the Irish government scrap plans to legalize terminations for women in life-threatening pregnancies.

Demonstrators from across Ireland, a predominantly Catholic island of 6.5 million, marched for two hours through the capital to Leinster House, the parliament building, where lawmakers next week are expected pass the Protection of Life During Pregnancy Bill. Speakers demanded that the government put its bill to a national referendum. "Let us vote!" the crowd chanted.

The two-year-old coalition government of Prime Minister Enda Kenny drafted the bill following last year's death of a miscarrying woman in an Irish hospital. Three investigations since have determined that Savita Halappanavar, a 31-year-old Indian dentist, died from blood poisoning one week after admission for a miscarriage. Doctors denied her pleas for an abortion, even though her uterus had ruptured, because the 17-week-old fetus still had a heartbeat. By the time it stopped, investigations concluded, Halappanavar already had contracted a lethal dose of septicemia.

Justice Minister Alan Shatter said Saturday that, had the bill been law last year, Halappanavar might have received a prompt abortion and survived. He appealed to anti-abortion rebels in the main government Fine Gael party to accept the bill or abstain from the final vote expected Wednesday night. The bill received overwhelming backing in an initial vote this week.

Ireland outlaws abortion, a position underscored by a 1986 referendum amending the constitution to declare that the unborn have a right to life. But the Supreme Court in 1992 ruled that the constitution equally defends the pregnant woman's right to live, therefore life-saving abortions were legal.

Crucially, Ireland's highest court said this meant a woman should receive an abortion even if the only threat to her life was caused by her own suicide threats. Six governments since have refused to pass legislation backing that 1992 judgment, leaving obstetricians divided and confused over whether certain life-saving abortions can be performed legally.

In 2011, the European Court of Human Rights ruled that Ireland's failure to legislate meant pregnant women in dangerous medical conditions were forced to travel overseas, chiefly to neighboring England, for abortions. It said travel and bureaucratic delays meant some women's medical conditions worsened unnecessarily.

The government bill would permit an abortion for a suicidal woman if a panel of three doctors ? one obstetrician and two psychiatrists ? unanimously agree that the woman's threats are real. Abortion rights advocates say this rule means women in such circumstances still will travel to England, where abortion was legalized in 1967.

But those marching Saturday warned that women would conspire with sympathetic doctors to fake suicide threats, putting Ireland on a slippery slope to wider abortion access. Ireland is just one of two European Union members, alongside Malta, that outlaws the practice.

Before the march, Catholic Archbishop Diarmuid Martin led a central Dublin church in prayers for Ireland to keep abortion illegal. But in a nuanced sermon Martin told the crowd, among them families sitting on the floor beside packed pews, that pro-life campaigners must be careful not to come across as heartless to those on the other side of the debate.

Martin said those seeking to keep abortion out of Ireland must make their case "not through slogans but through the witness of life that we give." If not, he said, "what we say will appear, to quote Pope Francis, as being cold, impersonal and oppressive for people's day-to-day lives."
